Chuck Stoatz (played by Bill Kalmenson) is the husband of Mimi Stoatz, an old high school rival of Peg Bundy, as they would always place bets and the loser (which usually ended up being Peg) had to do something humiliating that the winner picked in public. Apparently, Unlike Al, Bill either has a very lucrative job, or maybe owns a business, as Mimi brags to Peg that she, like Peg doesn't work, but only because has a maid who does her housework, as she also whispers in her ear presumably about Chuck's sexual prowess, as it makes Peg, who first wanted to give her "condelences" to Mimi upon seeing the apparently nerd-glasses wearing Chuck, feel even worse about her mate Al, as the familes, the Bundys and the Stoatzes, ready to challenge each other in a "family bowl" match, which the Stoatzes win by 1 pin.

Steve convinces Chuck that he's a Bundy, as Chuck allows him to bowl in the family bowl challenge his wife Mimi gave to Peg.
When Al and Peg enlist Steve Rhoades, who's an excellent bowler, to pose as their cousin to participate as a "ringer" the family bowl contest, Chuck wasn't convinced that Steve was actually a Bundy until he belched on him, as he then says "He's a Bundy!" as he then allows Steve to bowl.
