Fifi is a minor character who briefly appears with several of the neighbors in the Season 3 episode, "Here's Lookin' at You, Kid".
She is played by actress and Playboy Playmate, Luann Lee.

Just as Peggy Bundy is about to force Al Bundy to have sex with her in the living room, they are interrupted by Marcy Rhoades, along with a group of several women from the neighborhood, who march in and inform Peg that there is a peeping tom in the neighborhood.
Marcy explains that she was putting on a nightie and waiting for her husband, Steve Rhoades, so they could have their quick, three hour love making session (which causes Peg to slap Al upside his head), before noticing the peeper. As the other women nod and agree that men are scum, Steve just happens to walk in to look for Marcy and is attacked by them.

Most of the women, who appear to be in their late 30s to early 40s and not particularly attractive, complain about the peeper, which also leaves Peg concerned that she's the only who hasn't been peeped yet. Al and Steve don't seem to care about the women complaining until Fifi, the youngest and most attractive in the group, suddenly steps forward and says that even the beautiful get peeped. Upon seeing her, Al and Steve suddenly become concerned and ask Fifi to show them what the peeper saw. She, along with the other women eventually agree to capture and then brutally torture to the peeper.
Although she is not seen again, she is presumably with the other women after they spot Al, who was trying to pretend to be the peeper in order to make Peg happy, and brutally torture him off-camera.
