Heather McCoy was a character who appears in the Season 4 episode of Married... with Children titled "What Goes Around Came Around".

Heather was a girl who Bud liked in 6th grade but instead of reciprocating his feelings, she humiliated him. Heather took him skinny dipping, only to then steal his underwear and hang it up on a flagpole, which, 5 years later, the students still remind him about. He tells his sister, Kelly Bundy that since the incident with Heather, he has taken notes on her, learning every little detail about her in order to get revenge on her.
Now that they are in high school, he reveals to Kelly that he has completed Phase One of his plan for revenge, which was to get Heather's attention and convince her to go as his date to the homecoming dance. Bud then goes into detail about phase two:
"Phase Two comes Friday, we dance, she's looking up at me - engulfed in the cool that is I, and then, at ten o'clock sharp; [acting out his plan] I dance her over to the big floor vent - which by Friday will be set on a timer, and at precisely Ten, an industrial fan whooshes through the vent - like Dad on a baloney bender, and blows her dress up... AND THE WORLD WILL SEE HER UNDERWEAR! REVENGE!! REVENGE!!"
During the dance, Bud seems rather confident about his plan. Unfortunately, Heather is able to takes advantage of him by apologizing for what she did to him back in the sixth grade, leaving him feeling conflicted about what to do. He takes a quick break from dancing and goes over to Kelly and asks for advice, as he believes that Heather really is sorry about the incident.
Kelly tells him that Heather and women in general are all liars and men are all idiots. To prove her point, Kelly goes to a random nerdy boy, claiming to really like him and then asks for his watch. Although the boy is hesitant about giving her his watch, as it belongs to his father, he caves in and as he goes to tell his friends, she nonchalantly flings his watch into the punchbowl.
Bud eventually realizes her point and decides to stick to his plan for revenge. As 10pm draws closer, Bud and Heather continue dancing. Despite his sister's advice, he falls for Heather's manipulation, as she proposes that they go skinny dipping just before 10pm to make up for that incident in the sixth grade. Unfortunately, the new unintentional victim of Bud's plan is the family neighbor, Marcy Rhoades, who stood in the spot where Heather was suppose to be.
About 15 minutes later, as the 1990 MVP for Polk High is announced, the curtain is pulled back to reveal that Bud is now naked, with only a towel covering him, and his underwear is hanging up from a pulley above him as Heather leads her friends and the entire school to chant "Bundy! Bundy!" while laughing at him.

After the dance, Kelly helps Bud get his clothes back and reassures him that everyone in school will forget about that night. The next morning, it is shown that Kelly decided to get revenge by tying Heather up to a locker with (presumably) only a towel covering her that is being held by Buck and a sign placed next to her that reads "DON'T MESS WITH A BUNDY"! Kelly, from the other side of the hallway, calls Buck over, who then pulls the towel off just as all the students come out of class.
