Mr. Blum is a teacher at Polk High School. He appeared on Married... with Children in the Season 4 episode, "What Goes Around Came Around".

While Peggy serves as a chaperone at the Homecoming Dance, she begins to flirt with some of the younger males there. After watching one leaving, Mr. Blum suddenly appears behind her and introduces himself as the electrical shop teacher. He then proposes that he and Peggy go behind the bleachers for sex. She proceeds to insult him by telling him that it wouldn't work out because there is a light there and she could see him.

Sometime later, as Al Bundy, gives a speech on stage, Mr. Blum continues to hang around Peg and flirt with her. He reveals to Peg that he has the key to the teacher's lounge and suggests that it will be "You, me, and a whole lot of carpet", before making a suggestive gesture with his mouth. As Al continues delivering his speech, he takes a moment to walk over to Mr. Blum and club him with the mic, knocking the teacher out, before returning to his talk.
