He is played by actor Charles Howerton.
Background[]
After losing an amateur boxing match, Charlie's son, Vincent "Vinnie" Verducci tells him that he got a job as a busboy. Feeling disappointed and wanting his son to have a better life than he did growing up, Charlie decides to take Vinnie and visit his old friend, Al Bundy at Gary's Shoes & Accessories for Today's Woman. After Al gives some life advice to Vinnie, Charlie realizes that the event where Vinnie will working at will have lots of rich women to marry. So, Charlie decides that he and Vinnie are going to dress up and crash the swanky downtown Chicago party.
At the party, Charlie tries to convince Vinnie to blend in with the wealthy people. A few moments later, Charlie overhears a man call out to his friend, Nelson. Nelson tells his friend that he spent August on a yacht trip to Greece and then had to pick up some tapestry in Madrid, Spain for his beloved Puffy. Charlie begins to feel jealous and brags that people like Nelson could not live for a minute in their neighborhood, but he could live an entire lifetime with their wealthy way of life.
Much to Vinnie's embarrassment, Charlie calls out to Nelson and pretends to be an old friend of his named "Charles". Using what he overheard earlier, he tries to use his charm and convince Nelson that they previously met on the yacht club in Greece and asked if Puffy was able to get her tapestry. Although Nelson seems to struggle to remember Charles, he and his friend eventually eventually laugh and welcome Charles into their conversation.
Things seem to go well until a woman named Kathleen Morgan joins the conversation and has her eye on Charles, much to his dismay. After trying to reject her flirting, he brings Vinnie along and tries to convince Nelson and his friend give Vinnie a job at one of their companies, as he does not want to spoil the boy by working at one of Charles' many companies. Vinnie then tries to convince Nelson and his friend that he went to a top tier university (only to find out that both men had children who went there as well).
Seeing how bad Vinnie's acting was, Charles shoos him away and then tries to convince Nelson that Vinnie is actually a genius, but lazy and wants to cut him off. So by letting him work for Nelson for a measly $400,000 a year job, Charles believes that it could help Vinnie learn to take responsibility.
Just as Nelson is about to agree with the plan, Kathleen interrupts them. As Nelson and his friend excuses themselves, Kathleen tells Charlie that she tried to find his name on the guest list for the upcoming Littlefield party, but cannot find it. While claiming that it might be an oversight and insist that he must be in attendance if Nelson and his friend are going to be there as well. Kathleen tells him that there is nothing she can do.
Seeing Vinnie having fun with several young wealthy women, Charlie reminds himself that he was once in the United State Marine Corps, before taking hold of Kathleen and passionately kisses her, ensuring that there will be a spot for him at the next party.
